Wiper Blade Motor

I have a 1998 Tahoe. Sometimes when the wipers are ingauged at full slow speed or full high speed, the wipers don't stop when I turn them off. The wipers will continue to run for about 8-10 seconds before they stop running. I've also noticed when I have the wipers on intermittent, sometimes the wipers won't do a full cycle. For example, the wipers would start down, then stop about half way up the windshield for a second or 2, then resume the rest of the way up the windshield and back down again. Sometimes the wipers go full speed even on the intermittent settings.

Is this an electrical problem?

The module that is attached to the motor is bad. Mine went bad one day when I had the wipers on hi speed. When I shut them off they would park about 2 inches too high. The module for mine is about $90.
