Well "quiver" might not be the correct term. I had the fuel sender replaced 4 yrs. ago due to only reading 1/2 a tank when full and 14-15 gals. remaining in the tank when reading empty. Maybe I've not paid as much attention before but now when I watch it it steady vibrates. Is this normal? It reads correctly just steadily quivers.

From vecs that I have repaired in the past the needle quiver or looks like it's vibrating the gauge in the cluster is bad. You will have to replace the cluster and reprogram depending on year and make. I know a guy that repairs clusters if want the info pm me. :D

I just received a letter fro Chevrolet statingn they are extending the warranty on my 2003 Chevy intrument cluster for quivering gauges. I would check with a dealer.
