Troble Codes

I am getting a P0410 code.

I have checked the circuits on this thing. Fuses are all good. The Air Solenoid Valve resistance across pins is 4 ohms. I have removed the air solenoid valve and don't see anything alarming about it. There was a little moisture in the valve when I took it off. The flaps (my guess work as one way check valves , work freely) The inside does not look bad I did soak it with penetrating oil before putting in back on. I ran a trouble light from the pos side of the battery to the ground side of the harness at the Air Solenoid and it lights up. I have not gotten a reading from the other side of the pin. I assume I should get a positive reading from it but I don't know at what stage. Should the vehicle be running, cold, warm what? I have replaced both Oxygen sensors The beginning of March. One thing I did find the air pump is not running (when is it to run?). The relay is good (checked with ohm meter and the pump runs when connected to power supply (no moisture was found in the pump). What I don't get is a ground to the control side of the Air blower relay. When I run the control side Air Pump Relay to ground the pump runs. I checked the wire going from the relay to the PCM it is not open or grounded, it is good. Reading a diagnosis chart it is controlled by the PCM via Oxygen sensor. What the chart does not say if it closes the loop during initial start or after a vehicle has warmed up. Am I chasing the wrong thing? Is there something else I need to be looking at? I just wish I could afford a tech scanner. Any suggestions on a low cost code scanner to help with the trouble shooting? When I am driving down the road my head lights do flicker on occasions which to me is an indication that the air pump is working (or at least going through power drain). My inclination is that the Air Solenoid Valve is bad. Is there a way to check it? When I had the air solenoid off I connected a 9 volt battery across the terminals trying to get the plunger to operate but did not get it to move. I am not sure I had enough power to operate it. I did not want to hook it up to vehicle battery power in fear I may burn out the resister. :nonod:

The only thing I can recall is water in the pump, or bad check valves.

Is this in the '05 Envoy? This may be covered under the emmissions warranty.
