New Key From Vin

I took the VIN into a dealer and had him look up the key code. He cut a new key from it and when I got home to try it, it was not even close. I checked the VIN he used against the one on the truck (2002 2500 Suburban). The key does not work the doors nor the spare lock. They did a check and there is no info that the locks have been changed. Would be a factory deal I would thing to have the ignition and doors all changed. Any idea on this one?
