Daytime Running Lights Stopped Working

My 01 Silverado 2500HD crew 6.0l daytime running lights stopped working. It failed inspection, put 2 new bulbs in, no dice. It cycles like they should come on but don't, that is in the daytime when you start truck up the headlights come on and they cycle off in a minute or so and the clock display gets brighter so it looks like the process is still working just no drl. I checked the 10a fuse designated as drl, fuse ok, checked fuse holes one side hot the other not. Checked the wires right at bulb and no juice on the wires. Is there something else besides the fuse that can be keeping the power from going to the bulbs? I also swapped that grey drl box thing with the fuel pump box thing, same numbers on them pump still works so I have to assume it's not causing the power shortage. Any Ideas on what else I can check?

You checked everything I would have checked, sounds like your down to the switch on the dash...or the photo-diode on the top of the dash if you have Auto headlights..it may be broken and casing your issue. (its inside that little brownish colored dome in the middle of the dash)

What do you mean by this, can you explain better what you mean.

 

Also check IGN E fuse.

I was just indicating that I'm getting juice to the fuse.

 

I am all good now and have it inspected again. After 2 days at the dealership they couldn't find anything wrong. And then I find out from them EITHER being in park or emergency brake on will cut the daytime lights off. They only told me it couldn't be in park when I was trying to test them. Thanks for your help and thanks to Nytemare also.
