Itbc On 3500hd....gain Setting?

Can anyone tell me the correct way to determine what the Gain Setting should be when towing my 12,000 K fifth wheel? I'm currently using a 7.0 setting which I arrived at by using the manual control to apply the trailer brakes. That is the lowest setting that will barely lock up the trailer brakes at 25 mph on a gravel road. That's the way I adjusted the Prodigy in my old truck and it seemed just fine, but not sure how I should adjust the new one.
