131, 137, 151, And 157 Codes?

i've been getting codes 131, 137, 151, and 157 whenever i kick it down. the codes are saying that all 4 o2 sensors are at low voltage. i checked my fuel pressure at idle and it was 45 with the regulator hooked up and goes to 55 when i unhook the regulator. could my fuel pressure be causing this? what should the pressure be at? this is on an 03 5.3 4x4.

well i found out what my pressure should be and it is ok. my vacuum though is at 17". that has me concerned. i would think that it would be higher. i tired spraying carb cleaner around the intake manifold to see if those gaskets were leaking and they seemed ok.
