96 K2500 Transfer Case Problem

Ok i have a 96 k2500 with 5.7 and a 4l80e Trans with a NP241 T-Case, manual floor shift. I just bought the truck, and i was having problems shifting into 4HI and 4Lo. I changed fluid in T-Case, and not i can shift into 4hi, and 4Lo, but it only seems to only be working in 4Lo. It does shift a little hard, but i know that it is in 4Lo. Does not feel like i am in 4Hi at all, and the light is not on the floor shifter at all in 4 Hi. I have read some of the threads, and sounds like this may be a problem with my actuator, but i just want some opinions before i start throwing money at it. If the actuator is bad, will it shift into 4Lo, and not 4Hi? I plan on getting under the truck, and looking into checking for power on the brown wire, just need to wait for a little warmer weather.
