Why Is This Steering Column Loose?

While re-keying the ignition lock on my ’92 Chevy C3500HD I noticed I can rotate the column at the housing about ¼ inch both ways in the direction of the red arrows while the center shaft stays still. And it’s not loose up or down, right or left, or in and out. Anyone know what would cause that and how to fix it? I checked the column mounting bolts and they seem tight.

if the outer housing with the key moves i can see the torx screw that holds it,and 2 more i think

 

use blue loctite 1 screw at a time
