1994 Siearra, No Interior Light Or 3rd Brakelight Power

Fuses I think are goood unless there is another thats not in the interior fuse box?

 

Also, pathetic headlights. I would like to do the hi/lo modification myself, I saw another post refering to an 96 (no diode just a relay) would my 94 be the same? thanks in advance.
