Attaching Picures

I having troubles attaching pictures these days. I use to be able to do it now i can go to any thread and try to attach a picture and says "Attachment space used 20.44MB of 20MB". I can make my picture file pretty small but not that small. Any way i can fix that? My laptop will say the same thing when im at work.
