2004 Silverado Flasher Relay

I am having a problem with my right flasher when I use it I get my 4 way flashers the left works fine.

I am told the Flasher Relay is on the back of the fuse block.

My question is do I have to drop the steering column and disassemble my lower and upper dash to get to this simple replacement item ????
