Fuel meter body mounting is loose?

I have a '01 Savana 2500 with 5.0 Vortec. Had blown intake manifold gaskets (again) and this time doing it myself. While cleaning-up the IM I noticed the fuel meter body mounting bracket is not tight against the casting. The bracket has as tab that locates in one hole and a special, retained torx-head screw to fasten to the other hole. The screw is tight but the bracket and assembly is wobbly. Could this be by design or is there a washer or something missing? Also: is it necessary to replace the lower IM mounting bolts or okay to clean them up and re-use? Thanks!
