New MAF, Retune?

Brother has a bad MAF according to dealer and want $450 to replace($80 labor). A new MAF cost $65 - $170 at oreilly auto parts and you can replace it in less than 10 min, so the cost seems ridiculous to me. Do you have to retune when changing the MAF? That's the only reason I can figure it may cost $80 in labor?
