But you guys also gotta get into your head that he isn't the only "Human threat" to our Freedom.

 

Even though we've toned down his resources and abilities, he (As far as we know) is still breathing, Walking, and Talking, and that's all it takes. And it's not like he's the only person in the world who has something against the US.
