Wiper, intermittent problem

With wiper stalk in OFF position, the wipers make a single pass each time the engine is started, and then do same thing at odd times, not regular, it can be 15 or 20 minutes between this happening, or not at all.passes. Wiggling the wiper stalk doesn't cause it. If wiper stalk is click to any normal position (intermittent, low or hi) the wipers work correctly.

 

Any idea would be appreciated. This is on a 1994 P30 chassis in a motorhome, but the wiper/turn signal/cruise control seems to be exactly the same as on my Suburban.

Had this on an old Blazer. Started out going on when I used the turn indicator, ended up doing it whenever I turned a corner (whether I signalled or not). It was a shorted wire in the steering column.
