2003 Silverado 2500HD tail light issue

Just bought a new truck, a 2003 Silverado 2500HD, extended cab, shortbed, with the 8.1 engine.

 

i'm having a weird tail light issue. My passenger side tail light will not work. I tried replacing the bulb, the fuse was good but I replaced it anyway, still nothing. Drivers side works, but for whatever reason keeps blowing the fuse. Both tail lights have a separate fuse. Directionals, reverse lights, and brake lights all work fine, just not the running lights.

 

Any ideas?

 

It might be worth noting that the trailer lights work fine.

Also check the trailer wiring harness.
