Need You Help! Reduced Air Flow

Since the factory, the air vent on the passengers side closest to the window has not been blowing air. I've never been able to have the dealer look at it until this week and I'm not convinced with the results. They told me that this is completely normal as it was done to direct more airflow to the center dash vents for the rear seat passengers. Below is the paperwork that was given to me. Now I understand reducing some airflow, but this vent is completely blocked. Maybe it's just me but I'm not understanding why this would be a good idea. I've never seen this in any other vehicle.

 

Has anyone noticed this in their trucks too? Mine is a 2016 Sierra Crew Cab

This look likes it only applies to 2016 and some 2017 trucks so 14 and 15 model owners must not be affected by it.  If it bothers you then I guess you could take apart your dash and remove that piece.
