Silverado 3500 Bumper Filler

I have a 2016 High Country 3500, I am trying to remove the front bumper valance (cracked) but in order to do that I have to pop out the bumper filler (with the sensors).  Does anyone have any idea how to do that?  I removed the 3 bolts but it still wont budge.

Gotta strip the bumper down most of the way.  I'd get the bumper off the truck first.  8 clips and 5 bolts hold that piece on.  You might have to remove some of the braces on the inside to get to all the fasteners.
