2008 single temp actuator problem

My 2008 silverado has the single temp selector and blows nothing but cold air. The recirculation actuator is working and the defrost/floor controls work but the actuator deep under the dash is not. I replaced the actuator near the gas pedal and the one deep in the dash. I can not find a fuse labeled HVAC/ECAS, only HVAC battery #39, Aux HVAC ign #48,  or HVAC ign #55.  With the heat selector set at a little colder than medium temp,  the Ign off, I pulled these fuses for 1+ minute. I then installed them, waited 1 minute, turned the key to run for 20 sec, turned back off, waited 1 minute,  started the engine, and it still blows cold air. The heater hoses are very warm and the gauge shows 200. Is there a different procedure or am I not finding the right fuse, or???????  I cant drive it here in MN until I get this fixed, even to get it to the dealership. Any help would be appreciated.
