LED Rear Signs Load resister

I purchased PUTCO 24006 (Direct inline load resisters/plug and play) 

When I install and turn the right turn signal on (same for left) the left flashes (a little dimmer) as well.   This seems odd.   The assumptions is the resistance is off?   But unsure...   It was my hope to use these as I would not have to splice into the wires if I ever did happen to have a warrantee issue I could dodge a dumb tech giving me the run around ... your engine has a tick because you change bulbs..."  lol.  Again... happens on both sides.   I've tested with just 1 in, 2, 3, and all 4.   Same result.   Also, tried to leave stock bulb in 3, 2, 1.   All same result.   

Any thoughts?
