pcv intake/breather tubes dripping

Greetings all, I was helping my son-in-law find a vacuum leak in his 2016 Silverado Z71 5.3. We discovered the pleat on the duct assy was cracked just before the throttle body (great idea to have a softer rubber compound joined to a hard plastic compound). We also noticed the breather tubes both had a hanging drop at the point they connect to the duct assy. It seems strange to see anything there if not black sooty oil by product.This stuff was clear like motor oil but thicker and tacky. Is this unusual?
