Drivers dead pedal bolts missing

Noticed that my left while on the so called "dead pedal " didn't seem connected. I unsnapped the kick panel and pulled up the carpet. The plastic piece had the nuts missing. Don't know if it was designed this way or a mistake. I fix this with 10mm nuts I had in my toolbox (see pic). Feels much better and secure. My question is if anyone can tell me if this was designed as a press on part or was the nuts left off?9eb656323bae92f63624940d4472268b.jpg
