Yes, if you don't have an auto-dimming mirror....there will be no power up there.  Although there may be a harness installed at the factory that terminates under the headliner up there?  May be worth a look to see.

Yes, it has OnStar.

 

I also just found a different kit at Gen5DIY ( https://www.gen5diy.com/collections/19-20-silverado-products/products/2019-chevrolet-silverado-radar-detector-harness?variant=23302806241338 ).  Works for manual and auto dimming, so it would appear that there is actually power in that connector.    Now I just need to figure out which wires to tap.

Just wanted to update and confirm that there is not power in the standard mirror cable.  The cable I linked above, plugs into the fuse box on the passenger side and easily tucks into the headliner.  It was a minute job, start to finish, and some of that was time going in and out of the garage for tools.
