2015 Yukon XL Tail lights (not the norm)

No taillights on either side.  Fuses are good, circuits are NOT broken (not part of recall)  One shop said there isn't enough power getting to them so need new BCM.  Turn signals, back up, flashers, brakes are all working fine.  I can't find anything saying BCM is related and the truck has no other issues.

Any suggestions?  Should I replace the lite assembly regardless?

 How do you know? I had a similar problem and had to cut open the housing to verify and repair.

How did they verify this?

I cut open the lights and checked the circuits.  Shop connected power to the lights outside of the vehicle and they worked.
