Leaf spring hanger replacement. Help id this part behind it

Going to order new hangers because prev owner didnt know how to wash mud out of leaf spring hangers. This part in photo I need as well. Anyone have any idea what its called or part# thanks. As far as im concerned it should come with the hanger as its welded to it but it doesnt

Heres the replacement.  Frankly im thinking ill Just cut off that thing and mount the hanger without it?
