Interesting... That looks just like when a rear tag axel on a truck or trailer that is lifted hits, some dont go very high, and on a slight incline, like there, there is 2 as it inclines, then levels out, then inclines again and both spots seem to be the same.

Needs a valve body and possibly aux pump.  21-NA-275.  Seen a good amount of this issue posted here before.
