Chances are, that Crown Vic (it surprises me that they used a prior gen version) probably was only run long enough to do the commercial showing it as it pulls up.

 

As such, the tailpipes probably didn't get warm enough to fully melt the icicle off.

 

Between takes, the car probably sat long enough with the engine off to let it cool. They cool within minutes in normal temps, and in the northern climates here will cool by the time you get out of your car and walk around to feel it.

 

As to the headlight, I also bet it was a combination of lighting and angle the camera was on more than anything else as that was taken late afternoon/early evening when the sun is at a lower point in the sky.
