License Plate Lamps

I noticed that my license plate lamps are not working. The bulbs are good and according to my test light, there is no power to them. Can someone point me in the right direction on what to check next? I'd hate to get pulled over for a stupid issue like this (my wife got pulled over for not having license lamps).

It is most likely a bad ground. Those license plate lights usually just ground through the bracket where they pop into the bumper.
