How do I adjust headlights??

I have a 2002 Tahoe Z71.  After installing the Hill Leveling Kit, my headlights are super high.  It's even worse when I'm towing my trailer and race car.  People on the road are starting to get pissed.  I see one adjusting bolt on the top of the housing.  I tried that and it only seemed to move the light left and right.  How do I adjust them up and down?  Any guidelines on how high they should be?

The up and down adjustment is in a hole in the front part of the frame that supports the radiator.  Near the little bumpers that touch the under side of the hood.  They are about 4-5 inches down in there.
