Notchy speedo

I noticed coming home from the river tonite that my speedo is acting notchy, not nice and smooth. It happens when decellerating. It almost acts like a mechanical second hand on a watch until it gets to about 30. Has anyone else out there had to deal with this?

 

And no I haven't done a new face to my original instrument cluster, so I don't think the needles on too tight.

We've replaced more than a few clusters for that kind of problem. Seems to be more common than we like to see.
