Here are a few quick possibillities...

Fuel pump, fuel pressure regulator, fuel injector, dirty Mass Airflow sensor etc...

Has it set any codes?

Nope, no codes. its getting to be a pain in the ass. Not really affecting performance really, just gets on my nerves. I ran some Chevron Techron thru the system with no results. Maybe ill try checking the MAF sensor. I really hope its not the fuel pump or regulator.

doesn't sound like the regulator to me. My regulator went bad and it just wouldn't hardly start up after i shut it off. All the fuel that should have went back to the tank just waited around and then went into the cylinders. It was flooded every time i started it. Although if it is your regulator it is super easy to change. On a 2000 2500 it is on the drivers side fuel rail above the intake near the back. Just pop the old one off and the new one on. Mine was about 50 bucks from napa. Hope this helps.
