Steering problems

Recently my 1999 silverado 4/4 has developed a problem with poor power steering assist , at low speeds. When the truck is cold and im pulling out of parking spots not much power assist , i check fluid level and it was FULL! On saturday i did a full flush on the power steering unit and bled all air out of it still has problem when cold at park lot speeds?

The only way to really know if this is a pump or a gear problem is to do a pressure check.
