82 chevy heater core

I can't figure out how to undo this bolt/rivet (whatever it is). I'm trying to get to the heater core and I need to undo this to take off the blower system and I can't figure out how to get that off? It's under the plastic underneath the passenger side/glove box. The manual I got doesn't say anything about it. Wondering if anybody has seen this and/or knows how to unfasten this. Theres a nut on the other side of that stud, sticking through the firewall underhood.
