Help! Nerf bars rusted on!

I bought new stainless nerf bars to replace my rusted chrome ones and the bolts are pretty rusted in. I can't really put too much heat on them since there is a body mount rubber right there - Any help?

Get a can of WD 40 or some other penetrant oil, attach a straw to the nozzle, and squirt liberally from above. Usually there is a small opening in the body mount bracket where you can squirt the oil to soak the bolt threads. For the rear mounts, you may have to reamove the rear seat and partially remove the carpet to get to the top of the bolt threads.
