Intake foam

Can anyone tell me if that foam I see under the fuel rail is supposed to be there/ It looks like it may be to insulate the intake from the heat Just wanted to see if it was supposed to be there, looks like it may deteriorate quickly

Its supposed to be there.

Its on all the new '06's I looked at on our lot and on my '04. :driving:
