How can I recolor dash?

When I bought my '99 Sierra a few weeks back, the interior was in excellent shape with the exception being a few black spots on the dash directly behind the steering wheel.  Yesterday when I was cleaning and conditioning the interior, I went to work on these spots, thinking they were ink or paint.  Wrong.  As I worked on the spot, the tan/brown color of the dash came off on my rag and MORE black spots started to show!  Obviously someone had scratched the dash pretty nicely and had "painted" over the scratch with something.  Anyway, my questions are A) "What did they use to conceal the scratch/flakes in the first place?" and B)"Where do I get this stuff?"  The color match was perfect because I couldn't tell anything had been applied.  Is it SEM dye?  Will dye cover black plastic?  Any other ideas?

You can email Jason Pendlum of JP Customs ([email protected]) and see if he's got one of those piecs lying around, if it's the piece I'm thinking of he might have a used one to sell you.  Otherwise you can repaint it yourself, you can get a spray paint that matches from the auto parts store and just prep it and paint it.
