Windshield Sparyer Icing

My 1997 has recessed windshield sprayers. Snow packs in and freezes them over. Is there any other sprayer configuration from other years to prevent the freezing? I usually put strips of rubber over the sprayers which works when parker, but while driving it can become a problem. Anybody have any solutions?

I'm working on a heated wsher system like the Hotshot, but sold thru Canadian Tire in Canada. Basically it electrically heats the washer fluid. It apparently takes about 5 seonds to heat up.
