Tail light electrical issue

Ok my brake lights and reverse lights work when in reverse. but other than that .. the hazards,signals and brakelights are really dim and there is no tail lights at all.I replaced a blown fuse which didnt do anything. I read about the Trailer Hookup being screwed and mine looked kinda homemade,so i went ahead and took the whole thing right out of there. Could it be a tail light ground ?? because im pretty sure everything is hooked up right altho there is 2 loose wires (Black) back there that look like grounds but i tryed grounding them and still nothing. Any ideas ??

Mine was a 95, used to lose tailites so often. Ground wire at the rear of frame was problem. this showed up after removing and replacing pickup box due to changing fuel pump. Clean and good luck.

Yeah come to think of it .. that old ground didnt look to healthy . had undercoating and stuff all over it. ill clean it up and give it a try. Anybody Know if there is a fuse or relay i should check out after i fix up the ground?
