Noisy Instrument Cluster

Why are the instrument gauges so noisy on 1999 to 2006 Chevy trucks and SUV's? I Had a 2003 silverado that had noisy gauges, almost sounds like the inner workings of a swiss clock. Even when I turned the key off they made a wind down noise. I thought there was something wrong until my dad bought his '03 silverado and it did the same thing. Then my brother in law got an '05 silverado work truck, noisy. Now just recently I bought an '04 Z71 Suburban and the same noise on it. Why do these gauges make so much noise and my '04 colorado doesn't make a peep. Is it a sign that something is going to fail or is this normal? Any thoughts on this?

Mine has done it as long as I can remember, sounds like a desktop computer working. I have an 03 Silverado with the LT package with the mpg, dte and all the averaging stuff in the cluster. Not sure if that has anything to do with it except my buddies 03 Sierra LS without that stuff is quiet.......

My 04 Denali XL had the same problem, it was still under the original warranty and the dealership swapped the cluster out.. which fixed the problem..
