OBD II Wont Scan Engine light on

Hi! I have a 2003 Chevy Suburban K1500. 30,600 miles. Bone Stock.

 

My Check engine light was intermittantly turning on, after about a week of that it is on all the time. I went to Auto Zone and Advance Auto and had them attempt to perform a Scan for free. Neither could get a signal from the OBD Diagnostic Port!

 

I don't want to go to the dealer unless I absolutely must, as the Burb is out of warranty. But with only 30,000 miles I can't imagine there is anything major wrong. Also the truck works perfectly fine. No other symptoms are occuring. Is there anything I can do to verify the port is bad, or does anyone know the pinouts so that I could determine voltage at the port?

chech the cigarette lighter fuse. it powers the obd11 port.
