Service Engine Light Won't Come On

I have a 2000 GMC Sonoma 2.2 L . Everything runs normal but it failed emissions test due to a non- functioning "service engine"light. I turn key on with engine off and all lights come on except that one. I did continuity test on all fuses inside the cab and under the hood. I took the cluster off the dashboard and did continuity on all the lamps that I could find. everything looks fine. Do you think it's the cluster? Is it possible to test the cluster when it's off the truck? I would really appreciate some help with this one.
