Strange Deceleraion/braking Noise After Discount Messed Up My Tires

I had a TPMS sensor changed at discount tire recently. When I picked up the burb I realized I had a new intermittent light grinding sound upon deceleration while braking. The noise is only noticable at near stopped speeds, and again comes and goes. I removed the wheel to see if there was debris in the rotor/pads and dont see anything. There isn't any obvious uneven wear in the rotors.

 

Any ideas what it could be?

Sorry, the front driver side is the one giving me grief. I had two replaced. It may be ignorance on my part but I didn't know I had dust shields.
