99 Silverado

Hi guys I looked at a 99 silverado with 116000 miles on it good cond some rust starting to form on the bottom of cab corners overall good looking truck, the only concern I have is the shifting in the truck he has one of those programmers to adjust alot of things it does not want to go into 4 th gear until you reach 60 MPH. It has new tires on it and runs strong other than the shifting. also the tow Haul light is on he said it dose't work. he only wants 7000 for it does this seem fair, set on price 5.3 engine

I think that is too much for a truck with that many miles, that many obvious problems, and obvously f'd with. See my reply in your other topic.
