Wheel Size Question

I have a 99 Z71 NBS, the wheels are 16 X 7 but if you measure the clear space from the inside of the lip to the inside of the opposite lip it is 7.5". I would like to bye some newer factory rims (07 Silverado) which are 17 X 7.5. The question is; if I measure the same dimension on these rims would it be 8". I want to put 285s on the truck and the particular tire brand I am looking at recommends a minimum of an 8" rim. I have tried to search but was unable to find the answer.

Well I was running 285/70/R17 on my Truck Z71 - 2006 and its was rubbing on full turn on the plastics but then leveled it by the torsion and it was ok. No more rubbing. Now I just bought the Chevy ext cab and slapped on 20's and have minor rub but just got the quick lift and hope that will take care of it :D
