99 Silvy Charging Issue

Okay im new here I got a 99 silverado 5.3 auto. 2wd ext cab.

 

my problem is :

 

headlights flicker (bright to dim)

 

the volt gauge bounces back and forth when the truck has this issue

 

the alternator and battery are new as of yesterday and still have the issue

 

I have checked all grounds and cleaned them.

 

any suggestions I have heard battery cable is bad and i have heard voltage regulator could be bad?

yeah I went and checked everything out wired it different ways to see if it was in the pcm but it turns out the voltage regulator has to be bad, kinda sucks that its the 3rd alternator this month.

Okay so I cant still figure it out I wired the alternator up to a only hot in run fuse to see if the computer was messing it up and it still do it so it let me know the voltage regulator was bad. So i got a new rebuilt one and it has worked well with a few times it doing the flickering but goes away, its annoying and i know there is something else that must be wrong.

 

by the way i replaced the wire going from the connector to the computer so that isnt at issuse either.

 

any ideas?
