It's a fail on that guy's part. I can see how it could happen with the way the foot rests are on some chairs. But one would have to be a real doofus to slip off the seat like that with the cross bar down. It looks like he slipped off the seat, caught his waistband on the foot rest while falling between the foot rest and seat, which yanked his pants down as he flipped over.

Being somewhat of a ski lift expert, if you look closely, the chair is not in the proper position. It has the ability to fold up (or back) when the lift goes out of service at the end of the day so as to keep snow from building up on the seats. Me thinks that the lift operators probably forgot to get it put into the proper position at the beginning of the day.
