1995 Jimmy Back Hatch Wont Open

My problem is that the back hatch window wont open, i press the button and nothing happens. Even when i press the rear hatch button nothing happens. The only way i can get it open is if i took off the back panel and pulled this lever

The lever is attached to this

In the second picture, i had a chance to replace it but that didn't do the job and now i am stumped. Any help from you experts? I'm a noob at all of this, so bare with me here.

Are you getting voltage to the back module when the button is applied? How about to the switch? Check the fuses?

 

On my '01 my switch on the dash needed to be replaced when mine didnt work.

How would I check the voltage? Where exactly would I check the Voltage? I've checked the fuses and they are fine.
