99 Wet Floor Boards

I've spent the better part of the past month trying to find why my floor boards both passenger and driver side are soaked after a good hard rain. Please forgive me I did use the search function and did not find anything applicable.

 

I believe it may be coming through the cowl, any suggestions on how to disassemble and fix this so my floor boards can dry out one last time?

I have had the entire interior out of my truck (and many others of that body style) and can think of no way for it to leak through to both sides. The heater box is mostly passenger side and the majority of the ducting heads off from there making it unlikely to send water to the drivers side. Could you possibly have a windshield leak?
