From what I have read they are no longer allowed to post build sheets anymore as per request by GM.

Copywrited material. Web sites that do that are being pursued by GM. A Cadillac site I frequent had GM lawyers put a stop to them posting Technical Service Bulletins.

They probably run across old posts where VIN info was posted, or they get shot down on another website and figure they would try their luck here.
